Aprendamos

Logo em seguida ao início da ocupação do Iraque, há cinco anos, o então sub-secretário dos Estados Unidos para controle de armas e segurança interna, John Bolton, disse em tom ameaçador: “Aprendam com o Iraque".

Numa declaração ainda mais significativa, o vice-presidente dos EUA, Richard Cheney, disse que o que aconteceu ao Iraque é uma "mensagem clara a todos os países que praticam o terrorismo". Tais declarações foram feitas quando as tropas agressoras norte-americanas ocuparam a área central da capital iraquiana Bagdá, na primeira semana de abril de 2003. O massacre estava começando e o imperialismo norte-americano já fazia novas ameaças e escolhia os futuros alvos.
Sem dúvida, muito há a aprender da guerra estadunidense no Iraque, marco de uma época, carregada de gravíssimas ameaças à paz mundial, à segurança da humanidade, à liberdade e à independência dos países e povos. Aprendamos, pois.
Primeiramente, a afastar as ilusões num mundo de equilíbrio, democracia e paz, sob a égide dos Estados Unidos, ilusões vendidas ao longo dos anos 90, quando, com a derrocada da União Soviética, a superpotência norte-americana sentiu-se em condições de empalmar o poder mundial. A guerra consumada contra o Iraque ensina que a superpotência, sob a égide do governo ultra-conservador de George W. Bush, não está disposta a se deter diante de nada e pode mesmo cometer inomináveis crimes de lesa-humanidade, como os que cometeu ao longo dos últimos cinco anos. Ao povo norte-americano foram vedadas as imagens dos horrores semeados pelos seus generais, mas será impossível apagar a impressão de que foram cometidos crimes de guerra e que, se ordem jurídica houvesse, os que se julgam donos do mundo seriam levados ao Tribunal Penal Internacional.
Aprendamos que o mundo está numa séria disjuntiva, sob o repto, lançado pelo governo imperialista, de aceitar ser escravo dos Estados Unidos ou viver sob escombros, como o Iraque. Que se encontra em vigor uma nova doutrina neofascista, feita para fundamentar a execução da estratégia de dominação norte-americana, na qual foram formulados conceitos como "guerra infinita" e "guerra preventiva", com a possibilidade do uso de quaisquer tipos de armas.

Aprendamos que nessa estratégia a ONU é uma ficção, a diplomacia uma contrafação, o sistema multilateral uma quimera. A ordem internacional está em ruína e é sobre esses escombros que o imperialismo estadunidense pretende erguer uma nova, correspondente ao seu domínio.
Aprendamos que na concepção dos formuladores dessa ordem não haverá lugar para contestação, nem para a emergência de outros poderes ou forças regionais ou globais.

Por tudo isso, aprendamos também nós os povos sul-americanos a nos situar neste mundo conturbado. A construção da democracia e de nações soberanas e progressista dependem também da nossa capacidade de pôr em execução uma linha política antiimperialista, de defesa da paz e solidariedade com os povos agredidos. Lutando contra o mesmo inimigo que faz terra arrasada no Iraque, pagamos o nosso tributo à dignidade e ao heroísmo do povo mártir desse grande país.

Let us learn

Just after the beginning of the Iraq’s occupation, five years ago, the former the United States’ Under Secretary of Arms Control and International Security John Bolton has said in a menacing tone “Learn with Iraq”.

In an even more significant declaration, US Vice-President Richard Cheney said that what has happened to Iraq is a “clear message to all countries engaged in terrorism”. Such declarations were made as the US troops of aggression occupied the central area of the Iraqi capital Baghdad, at first week of April, 2003. The massacre was just beginning and the US imperialism posed new threats and chooses future targets.
Doubtlessly, there is a lot to learn from the US war against Iraq, a landmark of an epoch full of the most serious threats to world peace, to the safety of humankind, to freedom and to the independence of countries and peoples. Let us learn then.

First, we should learn to forget the illusions of a world of balance, democracy and peace, under the support of USA, illusions that were sold throughout the 1990’s when, with the fall of the Soviet Union, the US imperialism felt able to exclusively take hold of the world power. As the war with Iraq closes to an end, it teaches us that the superpower, under the ultra-conservative administration of George W Bush, is not willing to be detained by anything at all and may even commit unnameable crimes against humankind as the ones perpetrated during the last five years. The American people was not shown the images of the horrors sowed by their generals, but it will be impossible to wipe out the impression that war crimes were committed and, if there were a juridical order, those who see themselves as owners of the world would be taken to the International Criminal Court.

Let us learn that the world is facing a grave disruption under the menace posed by the imperialist administration of either accepting to be a slave to the United States or to live under the rubble as Iraq. Let us learn that a new neo-fascist doctrine is in effect, a doctrine designed to support the execution of the US strategy of domination, allowing the development of concepts such as “infinite war” and “preventive war”, where any kind of weapons may be used.

Let us learn that, according to that strategy, the UN is a fiction, diplomacy is a fake, and the multilateral system is a chimera. The international order is ruined and it is over those ruins that US imperialism intends to erect a new order corresponding to its dominion.
Let us learn that, according to those who planned that order, there will be no room for contestation or for the appearance of other regional or global powers of forces.

For all those reasons, we – the South American peoples – should learn as well to situate ourselves in this disturbed world. The construction of the democracy and sovereignty and progressive nations also depend on our capacity to execute an anti-imperialist political line, in defense of peace and solidarity to the attacked people. Struggling against the same enemy that ruins Iraq, we pay our tribute to dignity and heroism of the martyr people of this great country.
