Het Wereld Sociaal Forum heeft een dringende en noodzakelijke taak: het bundelen van de sociale en democratische reacties op de huidige globale crisis van het kapitalisme en een democratische controle van economie én staat doorduwen. Dat zegt Walden Bello in een interview met Alejandro Kirk van het webmagazine Terraviva.

In de context van de huidige globale crisis, wat is de meest relevante taak van het WSF?

Wij zijn op een zeer kritiek historische knooppunt waarin het neoliberale kapitalisme ontrafelt en het WSF vormt een plaats waar zeer ernstige besprekingen zouden moeten plaatsvinden, zowel in termen van het voorzien van de waarschijnlijke reactie op de huidige crisis van het globale kapitalisme evenals het stuwen van alternatieven. Wij moeten de taak van het WSF in de context van de werkelijk massieve globale crisis zetten.

Zo moet Belem een beslissende fase voor de toekomst van WSF's zijn.

Ja, absoluut. Het is voor de globale samenleving uiterst belangrijk om deze crisis te beantwoorden voorbij het soort het stabiliserende oplossingen die we nu in Europa en de Verenigde Staten beginnen te zien. Kapitalistische elites gaan in menig opzicht reeds verder dan neoliberalisme. Ik vind het daarom bijzonder belangrijk dat wij in Belem tot een consensus over de crisis van kapitalisme komen en zeer ernstige besprekingen zouden moeten hebben over hoe verder dan (zulke) oplossingen te gaan. Ik denk in eerste instantie aan alternatieven binnenin het bestaande systeem, zoals een uitbreiding van sociale democratie bijvoorbeeld.

Hoe kan het WSF met zulk een reactie komen en hoe zouden we dit kunnen toepassen?

Wat we in Belem ernstig moeten onderzoeken, is de identificatie van de crisis die niet alleen een crisis van neoliberalisme is, maar werkelijk een crisis van kapitalisme. De wortels van de crisis liggen in de dynamiek van de kapitalistische productiewijzen. Alternatieve productiewijzen bestaan reeds en we moeten ze ernstig aangrijpen. Wij moeten onze reacties ontwerpen (kaderen) in termen van gemeenschappelijke universele waarden, zoals rechtvaardigheid en gelijkheidwaardigheid, die tot een alternatief leidt dat werkelijk geeft om het welzijn van mensen.

Het bespreken en het ontwerpen van alterntieven zal in Belem zeer belangrijk zijn. Wat de implementatie betreft, moeten we innovatief zijn. Wij moeten onze bewegingen stevig verbinden over landgrenzen heen, met eerbied interactie aangaan met vele voorgestelde alternatieven. Het kan niet eenvoudig zijn, maar het delen van ervaringen, het verwezenlijken van netwerken, het delen van ideeën, daarin moet dit Wereld Sociaal Forum een heel belangrijke rol in spelen.

In uw publicaties schijnt u klassieke begrippen zoals socialisme, revolutie en dergelijke, te vermijden om de maatschappij van de toekomst te beschrijven, m.a.w. de samenleving waar het WSF zich op zou moeten richten.

Ik zou niet zozeer één alternatief willen overbelichten. We bekijken het democratiseren van de eigendom van productiemiddelen. Punt. Of u dat socialisme of democratie van het volk of democratisch socialisme wil noemen, waar we in feite over spreken is democratische controle van de economie. Wij moeten de mogelijke oplossingen van gemengde economieën bekijken, met verschillende systemen van eigendom binnen de economie, die oplossingen zullen waarschijnlijk zowel sociale ondernemingen, coöperatieve verenigingen, privé ondernemingen, als staatsondernemingen omvatten.

Dat is een eerste dimensie. Een andere dimensie is de noodzaak om opnieuw te focussen op de interne economie, de lokale economie in plaats van alles te verwachten van (mogelijk) groeiende exportmarkten en van de nationale economische ontwikkeling. We moeten spreken over het enorme belang van gelijke rechten en gelijkwaardigheid, over stevige en rechtvaardige mechanismen van inkomen en herverdeling van de welvaart. En een ecologisch houdbaar alternatief. Ik gebruik meestal niet het woord socialisme omdat er bepaalde negatieve connotaties aan vasthangen.

Worden de mogelijke alternatieven ergens in de wereld op dit ogenblik toegepast?

Ik denk dat de inspanningen die we zien in een aantal landen volgens deze lijn lopen, zeker in Bolivië, Ecuador en Venezuela. Natuurlijk heeft elk proces zijn eigen bijzonderheden, met elk een eigen dynamiek. Ik zou zeggen dat als de crisis verdiept - en ik denk dat wij nog maar bij de beginstadia van deze crisis zijn - de strijd van de mensen voorbij zal gaan aan zeer traditionele, nu gangbare mechanismen van stabilisatie. Ik vermoed dus dat er meer en meer inspanningen zullen komen voor democratische controle en participatie, aangezien de crisis verergert.

Nemen de ontwikkelingslanden in dit proces de leiding en blijven de rijke industrielanden achter?

Ik zou het zo niet zeggen. Ik denk dat de mensen nog erg door de crisis worden overweldigd, vooral in de Verenigde Staten, Europa en Japan. De crisis beweegt zich razendsnel. Ik zou de emergentie van grote volksbewegingen in deze gebieden van de wereld niet uitsluiten.

Er is ook het risico van radicale rechtse reacties zoals die van Frankrijk en Italië.

Het is absoluut een mogelijkheid waarvan we ons rekenschap moeten geven. Wat wij gaan zien zijn drie mogelijkheden: één is een radicalisering aan de linkerzijde, twee is een radicalisering aan rechterzijde – dit is een groot gevaar in het Noorden, in plaatsen zoals Italië en Frankrijk, en het derde is enkel verlamming. Zo er is geen waarborg dat de progessieve alternatieven gaan groeien. Progressieve bewegingen, met hun kennis van de maatschappij en hun strategieën, moeten voor hegemonie vechten.

De Duitse Linkse partij schijnt een uitzondering te zijn op die regel.

Ik denk dat Die Linke in Duitsland een zeer goed voorbeeld is om op vernieuwende wijze deze crisissituatie proberen aan te proberen, weg van het enkel aan de kaak stellen naar het streven voorbij sociaal-democratische reacties op de huidige crisis. Dan ontstaat een momentum, een massale volksbewegiging waar meer macht voor mensen en particieve democratie zowel in de economie als in de staat mogelijk worden.

U hebt onlangs geschreven dat het globale machtsevenwicht naar het Zuiden verschuift.

Wat ik bedoel is dat ve het laatste decennium de traditionele centumeconomieën hebben zien verzwakken. Wij zagen dat de V.S. een bepaalde vorm van kapitalisme aannam, drijvend op consumptie en financiën, gefinancierd door China. De Chinese kredieten hebben de economie van de V.S. al die tijd aan de gang gehouden.

In de laatste 10 tot 15 jaar zijn landen zoals Brazilië, China en India vrij sterkere economische actoren geworden met grote verschuivingen van banen en kapitaal tot gevolg; zij zijn de crediteurs van het Noorden geworden. Dat is wat ik in termen van verschuiving van het machtsevenwicht bedoel. Ik zeg niet dat zij het nieuwe centrum van machtsoverwicht geworden zijn. Het zwaartepunt van de macht blijft in het Noorden, vooral bij de Verenigde Staten.

Is dit positief voor het soort strijd waar u toe oproept?

Het hangt ervan af. Globaal, behouden de landen van het Noorden minder overwicht, en meer macht wordt overgeheveld aan het globale systeem. Ik denk dat dit een positieve ontwikkeling is.

Anderzijds moet u realiseren dat in landen van het Zuiden, de economieën vaak voor alle doeleinden door een kapitalistische elite worden gecontroleerd en in menig opzicht, bijvoorbeeld in het geval van China, is de elite minder aanspreekbaar dan, zeggen we, de elitie in de V.S. Zo is de verdeling van de macht enerzijds positief, anderzijds wanneer we spreken over nieuwe economische actoren die een groot verschil kunnen maken, moeten we weten dat de heersende macht er vaak een zich ontwikkelingde elite is.

Dé uitdaging in het Noorden is voor progressieve bewegingen om hun agenda van meer participatie en meer demecoratische controle van de productiemiddelen en van economische beslissingen, door te duwen. Die agenda is het zelfde voor bewegingen zowel in het Noorden als het Zuiden.

In deze context, hoe ziet u de Israëlische agressie op Palestina?

Ik heb lang volgehouden dat er bepaalde sleutelkwesties (key struggles) zijn waarover het WSF zeer vastberaden moet zijn. Absoluut, de Palestijnse kwestie is daar één van. Het WSF moet de misdaden van Israël streng veroordelen en het recht van Palestijnen op hun eigen staat moeten steunen, en het recht van terugkeer van Palestijnen naar door Israël bezette gebieden. Ik ben sterk van mening dat het WSF niet meer kan zeggen dat wij enkel een koepel willen zijn waar bestaande dicussies kunnen samenkomen. Ik vind dat een soort academische houding uiteindelijk de geest van WSF doet indommelen en ik denk dat dit reeds in zekere mate gebeurt. Om de ziel van het WSF opnieuw te versterken en positieve energie te blijven leveren aan vele burgerlijke de maatschappelijke bewegingen, zijn Palestina, Afghanistan, de crisis van het kapitalisme, kwesties waarin WSF een zeer sterk standpunt moet nemen.

Dergelijke benadering eist een permanente structuur.

Ja, wij zouden manieren moeten vinden om tot de Internationale Raad een verantwoordelijker lichaam te maken. Het probleem nu met IC is dat het hoofdzakelijk een besprekingsgroep is, eerder dan een lichaam met echte efficiënte bevoegdheden om de strijd te bewegen.

Zou IC een verkozen lichaam moeten zijn?

Wij kunnen niet aan vormen worden gebonden, maar wij wensen dat de Internationale Raad verantwoordelijk én representatief is. Er zijn diverse soorten formele mechanismen. Ik ben ook van mening dat wij een meer effectief Secretariaat zouden moeten hebben dat er niet enkel is om het volgende forum te organiseren, maar ook en vooral, om de implementatie van besluiten en de synthese van lessen te verzekeren. Één van probleem van het WSF is geweest dat er geen overdracht van lessen van één WSF aan het volgende is, synthese van deze lessen en een besluitvorming die democratisch is, dit is de uitdaging van het WSF. Dat gezegd, ondanks alle onvolkomenheden en zwakheden van het WSF, is het een zeer belangrijk mechanisme voor de globale burgerlijke maatschappij om de loop van globale gebeurtenissen te kunnen beïnvloeden.

The World Social Forum has an urgent and crucial task: battling the social democratic response to the global crisis of capitalism now under way, and push for a democratic control of economy and state, says Walden Bello.

In the context of the current global crisis, What is the WSF’s most relevant task?

We are at a very critical historical junction in which neoliberal capitalism unravels and I think that the WSF is a site where very serious discussions should be taking place, in terms of both anticipating what is the likely response of global capitalism as well as pushing forward alternatives to the current crisis. We must really put the task of WSF in the context of the realy massive global crisis.

So Belem is to be a crucial stage for the WSF’s future.

Yes, definitely. It would be extremely critical for global civil society at this point to respond to this crisis beyond the kind of stabilizing solutions you are beginning to see in Europe and the United States. The capitalist elites are in many ways already going beyond neoliberalism, so I think on the one it is really important in Belem to come to a consensus about the crisis of capitalism and we ought to have very serious discussions on how to go beyond (such) solutions. I think we need to contend alternatives from within the system, like an expansion of social democracy for instance.

How can the WSF come out with such a response and how could it possibly implement it?

What you really need to look at seriously, in Belem, is identify not just a crisis of neoliberalism but a crisis of capitalism. We’re talking about the roots of the crisis being dynamic at the capitalist mode of production. The alternatives to that is something we need to seriously come to grips with. We really need to frame our responses in terms of common universal values, like the question of justice, the question of equity, creating an alternative that really cares for the welfare of people. I think the discussion in Belem will really be very critical in terms of framing the alterntives. As for implementation, you really need to be quite innovative. We need to be looking at solidly linking our movement acrosss different countries, interacting with respects to the alternatives that are being pushed. It can’t be easy, but this kind of sharing experiences, creation of networks, the sharing of ideas, I think this is something that the forum will play a very critical role at.

In your writings you seem to avoid classical terms such s socialism, revolution and the like, to describe the kind of society the Forum should be looking forward to.

I do not so much shrink from articulating the alternative.We are looking at democratizing the ownership of means of production. Whether you call that socialism or people’s democracy, or democratic socialism, what you are really talking about is democratic control of the economy. We need to be looking at the possible articulation of mixed econoies, with different systems of ownership within the economy, which will probably include social enterprises, cooperatives, private enterprises, state enterprises. That’s one dimension. Another dimension is the question of refocusing on the internal economy, the domestic economy instead of exports markets, national economic development. We would be talking about the critical impoortance of equity, fairly strong mechanisms of income and redistribution. And an ecologically sustainbale alternative. I don’t want to use the term socialism because there are certain connotations of what socialism is all about, that bring up the image of Eastern Europe.

Is something like this actually happening anywhere in the world right now?

I think what we are seeing is efforts along this line in a number of countries, certainly in Bolivia, Ecuador and Venezuela. I mean, of course each process has its own particularities, each own dynamics. I would say that as the crisis deepens and I think we are at the beginning stages of this crisis, peoples’ struggles are going to go beyond the very traditional mechanisms of stabilization now under way. So I would imaigin that we will see more and more of this efforts, for democratic control and participation as the crisis deepens.

In this process developing countries take the lead and the North stays behind?

I wouldn’t say that. I think people are still stunned by the crisis, especially in the United States, Europe and Japan. The crisis is moving very very quickly. I would not discount the emergence of popular movements in these areas of the world.,

There is also the risk of radical right-wing reactions such as those of France and Italy.

That is defintitely a possibilty. What we are going to see is three possibilities: one a radicalization to the left, radicalization to the right –this a great danger in the North, in places like Italy and France, and the third is just paralysis. So there is no guarantee that progessive alternatives are going to grow. Progressives, with their knowledge of society and their strategy, must fight for hegemony.

The German Left party seems to be an exception to the rule.

I think that Die Linke in Germany is very very a good example of trying to innovatively grapping the situation, moving from denouncing to pushing beyond social democratic responses to the current situation. Creating a situation to move towards people power, participatory democracy in both the economy and the state.

You have recently written that the global balance of power is shifting to the South.

What I mean is that what we’ve seen over the last decade has been the weakening of the traditional center economies. We saw that the US went into this consumption, finance-driven form of capitalism, financed by China. Chinese credits have kept the US economy going. In the last 10 to 15 years countries like Brazil, China and India have become relatively stronger economic actors with the shift of jobs and capital; they have become the creditors of the North. That’s what I mean in terms of balance of power. I’m not saying they have become the new center or hegemonic. Hegemonic power continues to be the North , especially the United States.

Is this positive for the kind of struggle you call for?

It depends. Overall, the less hegemonic countries of the North become, and the more power is defused to the global system, I think it is a positive development. On the other hand you must realize that these countries (of the South), these economies are controlled by for all purposes by a capitalist elite and in many ways, for instance in the case of China, you have that iit s less accountable than, say, the elite in the US. So on the one hand the positive thhing is a defuson of power, on the other we are also talking about these new economy actors that are making a big difference, they are under the domination of a developmental elite. I think the challenge in the North is really for progressive movements to push their agenda which is more participation and more demecoratic control of the means of production, of the economic decision making. The agenda is the same for movements both in the North and the South.

In this context, how do you see the Israeli agression on Palestine?

I have held all along that there are certain key struggles that the WSF must take a very strong stand on. Definitely, the Palestinian issue is one of them. The WSF should take a very strong stand condeminig Israel and supporting the right of Palestinians to their own state, and support the right of return of Palestinians to what is now Israel. I really feel the WSF can no longer can say that we just want to provide a roof for dicussions to take place. I have always say that that kind of academic posture will eventually disipate the spirit of the WSF and I think that has already happened to some extent. To really reinforce its soul and continue to provide a strong kind of energy in support of civil society movements, the Palestine issue, and Afghanistan, the issue of capitalism really, these are issues in which the WSF must take a very strong stand.

Such approach demands a permanent structure.

Yes, I think that we should find ways of really making the International Council a more accountable body. The problem now with the IC is that it is mainly a discussion group rather than a body with real effective powers to move the struggle on.

Should the IC be an elected body?

We can’t be tied to forms, but we really need an International Council that is accountable, that is representative, so to speak. There are various kinds of formal mechanisms. I feel also that we should probably have a more efeective kind of Secretariat that is there not organizing the next forum but to ensure the implementation of resolutions and the accumulation of lessons. One of the problesm of the WSF has been that there is no sense of accumulation of lessons from one WSF to another, so accountabilty, accumulation of lessons and a decision-making that is democratic, this is the challenge of the WSF. Having said that, despite all the unnevenness and weaknesses of the WSF. it is still a very important mechanism for global civil society to be able to influence the course of global events.
